This section includes all the guidelines you need for developing and submitting your Investment Plan (Plan). If you’re a new tertiary education organisation (TEO)  or your Plan is expiring in 2019, you may need to submit a Plan in 2019 to receive Tertiary Education Commission (TEC) funding from 2020.

Our Plan Guidance provides an outline of what we will look for when assessing your Plan.

This edition is largely the same as last year's Plan Guidance, and reflects our move away from administrative compliance, towards activities that make a difference for learners and tertiary educators.

Key updates include information on:

  • how we’ll be using funding to deliver on the shifts in our Investment Briefs
  • changes to the Plan round timeline
  • requirements for industry training organisations (ITOs)
  • new information tools, including updated and enhanced post-study outcomes data
  • the careers system strategy and micro-credentials.

See the Plan Guidance December 2018 (PDF, 1 Mb).

Our Investment Toolkit provides products and templates to supplement Plan Guidance.

For information about each of our funds visit our current funds.

Note: The Plan Guidance editions for earlier years have been archived. If you need to access these, please email sectorhelpdesk@tec.govt.nz.

Update: On 1 June 2018 we made a small update to Supplementary Plan Guidance May 2018 to clarify how we are treating indicative allocations.

How to apply for TEC funding if you're not currently funded

If your organisation is not currently approved to receive funding from us and you want to apply for funding, you need to:

  • submit an Investment Plan; and
  • complete a New Provider Form (Word, 478 Kb), attaching the necessary supplementary financial information
  • if you want to deliver formal qualifications, you will need to be a PTE that is registered with the New Zealand Qualifications Authority.
